Professor Beckett argues that, while Broken Windows Policing erred in using punitive and carceral responses to low level public order issues, it correctly emphasized that those issues require a response; rather than a punitive, coercive approach, such issues can be addressed by police by referred individuals in need of care and support to harm reduction-oriented community-based case managers.
